About the Role
We are seeking an experienced and motivated Clinical & Dispensing Pharmacist (Independent Prescriber) to join our newly established GPhC-registered pharmacy in Liverpool, specialising in the supply of cannabis-based medicinal products (CBPMs) under the UK Specials framework.
This is a unique opportunity to join at the early stage of an innovative service and play a key role in shaping both the clinical and operational delivery of CBPM treatments in the UK.
The successful candidate will combine clinical prescribing and patient care responsibilities with oversight of the dispensing operation to ensure the safe, compliant, and efficient supply of controlled drug prescriptions. Working alongside prescribers, clinic teams, and pharmacy colleagues, you will help build a robust, patient-centred service aligned with GPhC standards, Home Office requirements, and Specials regulations.
This role is ideally suited to a pharmacist who enjoys working in a dynamic, evolving clinical environment and is motivated by the opportunity to help develop and shape a new healthcare service.
Key Responsibilities
Clinical & Prescribing Responsibilities
• Prescribe cannabis-based medicinal products as an Independent Prescriber within scope of competence.
• Conduct clinical consultations and medication reviews with patients receiving CBPM therapy.
• Monitor patient outcomes and adjust treatment plans as appropriate.
• Review and authorise prescriptions to ensure they are clinically appropriate, safe, and legally compliant.
• Provide counselling and education to patients on the safe and effective use of CBPMs, including guidance on administration methods and equipment.
• Support repeats prescribing processes by reviewing patient requests and ensuring appropriate follow-up and monitoring.
• Maintain accurate and contemporaneous electronic patient health records.
Dispensing & Responsible Pharmacist Duties
• Act as a Responsible Pharmacist when on duty and oversee the safe operation of the pharmacy.
• Clinically check and authorise prescriptions prior to dispensing.
• Supervise the dispensing and supply of controlled drug prescriptions for CBPMs.
• Ensure medicines are dispensed accurately and dispatched to patients in a timely manner.
• Maintain the security, safe custody and handling of controlled drugs in accordance with legal and regulatory requirements.
• Ensure compliance with all regulatory requirements relating to the ordering, receipt, storage, and supply of CBPMs.
• Maintain accurate pharmacy and controlled drug records in accordance with GPhC standards and Home Office regulations.
• Supervise and support pharmacy staff within the dispensary environment.
Supply Chain & Medicines Management
• Work closely with importers, wholesalers, and suppliers to ensure the timely availability of CBPM products.
• Provide guidance to prescribers and clinical teams regarding product availability and alternatives where supply challenges arise.
• Monitor stock levels and ensure effective controlled drug stock management.
• Support the safe and compliant receipt, storage, and distribution of imported CBPM products.
Governance & Compliance
• Ensure all pharmacy activities align with GPhC standards, Controlled Drug legislation, and Specials regulations.
• Support the development and ongoing improvement of Standard Operating Procedures (SOPs).
• Participate in clinical and prescribing audits to support continuous quality improvement.
• Implement relevant MHRA alerts, product recalls, and safety updates where applicable.
• Contribute to inspection readiness and regulatory compliance activities.
• Escalate and document clinical risks appropriately.
Operational & Service Development
• Work collaboratively with clinicians, prescribers, and operational teams to support safe prescribing and dispensing practices.
• Contribute to the development of clinical pathways, prescribing frameworks, and patient protocols.
• Assist in optimising pharmacy workflows to support an efficient and compliant service.
• Support the development of best practice within the rapidly evolving field of medical cannabis treatment.
What We Are Looking For
Essential
• GPhC-registered Pharmacist
• Independent Prescriber qualification
• Minimum 2 years post-registration clinical experience
• Strong understanding of clinical risk management and professional accountability
• Excellent communication and patient counselling skills
• Ability to work independently and manage competing priorities
• Highly organised with strong attention to detail
Desirable
• Experience working with cannabis-based medicinal products (CBPMs).
• Experience working with controlled drugs or Specials supply.
• Previous involvement in clinical governance, service development, or medicines management.
Full training in CBPM prescribing and supply can be provided where required.
